Gandaki’s budget expenditure is limited to 18 percent in half a year

Even after half of the current financial year has passed, the budget expenditure of Gandaki state government is limited to 18.05 percent. The previous government under the leadership of Krishna Chandra Nepali Pokharel allocated 35 billion 900 million 90 million for the financial year 2079-80 in Gandaki.

According to Kishore Shrestha, the head of the Provincial Accounts Controller’s Office, the budget expenditure for 6 and a half months is 18.05. Since the beginning of the current financial year, 6.48 billion 2.7 million rupees, or 18.05 percent, have been spent in the period of six and a half months. Out of this, 15.31 percent of the capital expenditure and 23.30 percent of the current expenditure have been spent,” said Chief Shrestha. The state government had allocated 13 billion 26 billion 88 million 54 thousand for the current financial year and 22 billion 14 million 146 thousand for the capital.

Chief Shrestha said that although the program started in the month of the beginning of the financial year, it has not reached the implementation stage. He said that with the beginning of the current year, due to the provincial and union elections, the work could not be done due to the implementation of the election code of conduct. Budget expenditure in the province is important in physical construction. Most of the infrastructure work will be done by the consumer committee. Initially, the consumer committee did not come for the plan. Some plan contracts have gone.

In Nepal, the past shows that the budget expenditure is more at the end of the financial year. Chief Shrestha said that due to the delay in the formation of the new government and expansion of the cabinet after the election, the budget expenditure was reduced. Province policy and planning organizer newly appointed member Dr. Suwas Adhikari said that not being able to spend the capital budget has been a big problem since the past. If the capital amount cannot be spent on time, the project will be prolonged and double amount will be spent to complete the project. The state government’s own resources are low, he said. Even after the federalization, the provinces have not got all the rights. Even though the province has not received full authority at the policy-making level, the ministers of the province say that the implementation of the budget is weak.

Why not spend?

Unstable government is the biggest reason for not being able to spend on development. However, this year’s election and government change are the main factors. Political party leaders say that policies and plans are unstable because the political leadership is not sensitive to development. The biggest impact has been seen in development and construction. Due to the stoppage of development construction, the development expenditure could not be spent.

’30 to 36 percent of the budget should be spent so far,’ said a high-ranking employee of the ministry, ‘the current expenditure is very little budget expenditure.’ .
